Plan your website so that they can be accessible at a variety of connection speeds. If your pages download slowly because they contain complicated animations or large and detailed graphics, your users will leave before they ever see your content. Yes, there will be a time when a majority of your users will have a consistent, high-speed web connection. But until that time, you have to consider the users with a lower bandwidth when you design the feel and look of your website. In fact, the designers should provide minimal navigation cues and an alternate tux for the images to make an attempt to accommodate users who have slower congestion.
